At last, as of October 2009, there's an ATM at San Carlos.
It's in the new waterfront park, at the west end of town. There are three yellow, round buidings, with red roofs. Banpro is the one in the middle.

ATMs everywhere spit out 500-cordoba bills, which are difficult to pass, especially in smal towns. I always withdraw 1900, 2400, 2900, etc. to have immediately 4 one-hundred cordoba bill. It's easy to break these 500 cordoba bills; just take them to any bank, and they'll do it graciously. Of course this works only when the banks are open.
