I need to reach Leon from Managua airport 16.00. How can I do this? What would taxi, or shuttle, fare be and who should I contact?

Another question: How can I get to San Jose airport from Leon? Is there a ticabus stop in Leon?

For the Leon transfer, I would start by contacting Vapues Tours -- they should be able to direct you to Ticabus stop as well.
